The Travel Clerk (Chauffeur) position is located in the Executive Office in USAID/Lebanon. The Travel Clerk/Driver will be handling travel arrangements for Direct Hire, TDY and Contractor personnel assigned to or visiting the Mission. Refer to solicitation no: 72026824R10003

Duties

Travel Duties:
The Job holder will arrange for official travel of USDH employees and USPSC and CCNPSC, authorized dependents of U.S. employees and other authorized officials; will prepare travel authorizations for all types of official travel and submit move requests for USDH official local travel and site visits.
The Job holder will advise colleagues of their entitlements under the different types of entitlement travels and provide information on authorized routing; will work directly with the contracted travel agent to receive itineraries and quotes and to make flight reservations for official travel and reconfirm reservations for return flights of visitors. The job holder will submit expediter requests and airport moves for travelers.
The Job holder will prepare country clearances and update TDY database for USAID/Lebanon.


Clerical/Administrative Support Duties:
The job holder will maintain records related to vehicle operation including maintenance records, fuel/oil consumption records and mileage, and will monitor vehicle registration and insurance. Job holder will report preventative and emergency maintenance of the assigned vehicle and will coordinate with colleagues to assure maximum availability of vehicles to support USAID official events, functions and meetings.
The job holder will assist with maintaining records and files, sorting and distributing internal and incoming mail and correspondence, printing and preparing binders, organizing meetings, scheduling appointments and managing calendars, setting up meeting rooms and preparing cubicles and worksites for TDY visitors and new employees. Job holder will be asked to scan and file documents on the USAID shared drive as well as Google drive, and will be asked to scan and email documents as needed; will do regular inventories of office supplies and items issued to personnel (such as scape masks), and daily check-up for all USAID offices; h/she will submit regular requests for water bottles and office supplies for USAID, will ensure printers and copiers are started and have paper, shredding bags are replaced and stationary items are in cabinets, and will submit MyServices requests for maintenance issues and follow up on the fixtures. The job holder will be the backup for the designated USAID Sub-Cashier for both LBP and USD currencies, providing appropriate supporting documentation to validate payments and periodically working with supervisor to complete the required requests to replenish the petty cash and is expected to handle cash transactions accurately and efficiently, following established protocols; counting, verifying and reconciling cash and reporting accordingly, and purchasing off-the-shelf items as required and with the appropriate approvals.


Driver Duties:
The job holder will safely operate USAID assigned soft skin vehicle to transport equipment and personnel to various locations, for meetings and field visits and official events and functions; and for appointments at other designated locations. Job holder will conduct front line maintenance of the vehicle in accordance with established standards, including regular inspections, changing fluids
and filters, checking brakes and fueling, and reporting required repairs to the supervisor. Job holder will maintain an accurate record of vehicle usage, including mileage, fuel consumption and maintenance activity, and will handle loading and unloading of podium and flags/poles, ensuring proper handling and securing of items. The job holder will transport and escort USAID/Lebanon visitors as needed. H/She will adhere to local traffic laws, safety regulations, and USAID policies while operating the assigned vehicle; h/she will undergo annual medical check-up and will operate in line with Post Policy for Vehicles, and will complete the required training for operating a USG vehicle.


The contractor is eligible for temporary duty (TDY) travel to the United States, or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance withUSAID policy.

Qualifications and Evaluations

Requirements:

Physical Demands:The work requested does not involve undue physical demands.

Post Entry Training:The job holder will receive training in defensive driving maneuvers and “on-the-job” self-directed training in the form of reference material, USAID Handbooks, Automated Directives, the Foreign Affairs Manual, USAID Mission Orders, and Embassy Management Notices in addition to training assigned on USAID University. On-the-Job training in travel authorization preparation, policy and procedures related to the different types of travel will be provided.

Education Requirements:

Maximum number of points 20
Completion of secondary school and additional two years of post-secondary studies is required.
All candidates meeting the minimum requirement will receive a maximum of 15 points, whereas applicants with an advanced degree in applicable fields can receive up to 20 points.

Evaluations:

Applications that do not meet the required minimum qualifications will not be scored. Candidates meeting the required qualifications for the position will be evaluated based on information presented in the application. USAID reserves the right to conduct interviews with the top ranked short-listed candidates. If the interview is conducted, the interview will be one of the determining factors in the final selection.

Qualifications:

Experience:Maximum number of points 20.
A minimum of three years of professional driving experience is required. Three years of experience in customer service or travel industry, or related field is required.
All candidates meeting only the minimum requirement will receive the maximum of 15 points. Additional points, up to a maximum of 20 points will be assigned if a candidate has more than 3 years of relevant experience.

Job Knowledge:Maximum number of points is 20.
Good knowledge of overseas travel business practices is required. Basic knowledge of Federal Travel Regulations, good knowledge of travel matters such as routing, reservations, ticketing process, etc. Good analytical skills and computer literacy is required. The jobholder must be familiar with local traffic laws and area traffic patterns, location of project sites and locations of major buildings, organizations, diplomatic missions, and government offices, as well as the shortest and safest routes to destinations. The jobholder must have a basic knowledge of vehicle maintenance on a preventative level. Basic computer literacy is required, this would include knowledge of word-processing and other computer programs (Microsoft Office Word, Excel, email usage). Ability to read road maps in order to find safe and expeditious alternate routes should the need arise.

The job holder is required to have a minimum of a standard local driver’s license with the required professional driving permit or host country equivalent. The ability to exercise sound judgment in selecting the most appropriate routes at any given time is required. The ability to complete incident reports accurately is required. Excellent defensive driving skills are required, and strong interpersonal skills. The ability to deal tactfully with passengers and with other drivers in order to defuse and resolve difficult and potentially volatile situations that may arise during travel is required. Patience and persistence in interacting with working-level employees of governmental and non-governmental ministries/offices to obtain documents is essential.
